have prepared with the object of

ensuring that the Governor and

other officers and authorities of

the Hong Kong Government should be

divested of all powers conferred

on them by law, and these powers

transferred to the Secretary of

State.

the point of view of your

Department, any amendments to be

made in this draft Order, we should

be very grateful if you could let
